Why do development projects, and AIDS projects in particular, take the forms they do? In this essay we argue that it is because the conflicting interests and world views of the key actors involved—donors, brokers, and villagers—leave only a narrow range of themes and practices that can “work” on the ground. By “work” we do not mean, in the AIDS case, that they help prevent HIV transmission; indeed, the non-medical approaches to HIV prevention are largely ineffectual. What needs to be explained is why such approaches are nonetheless repeated so consistently. We show that these themes and practices work in

It recommends how researchers can avoid such problems in the future. An article by Pyett, P in Research for Sex Work, 1998, 1:11-13. One of the ethical guidelines for sex work research is involving sex workers in all aspects of the research process. Priscilla Pyett of La Trobe University, Australia, describes such a collaborative research programme. Since we first heard of HIV over 25 years ago, we have learned much about prevention. Knowledge about HIV transmission and the role of key interventions to prevent HIV transmission from mother-to-child and harm reduction initiatives for people who use drugs have dramatically altered the prevention landscape. However, a worrying trend has emerged from the shadows. The use of criminal statutes and criminal prosecutions against HIV transmission is an important human rights issue facing the world today.
